Warnings over the dangers of liquefaction are being made as the first ships to carry Indonesian nickel ore cargoes for nearly three years are fixed.
Indonesia miner Aneka Tambang has been given permission to export up to 12 million tons of nickel ore this year.
It is the first major licence to export since the ban was eased in January.
