Sovcomflot (SCF) CEO Sergey Frank has called on Russia to improve safety of navigation along the Northern Sea Route.
He met and sought assurances from Russian prime minister Dmitry Medvedev this month.
Frank also urged a ban on substandard ships and crews sailing in the environmentally sensitive region.
The move followed what the state shipowner called "significant" shipping traffic growth in the Arctic, with more expected.
