Kim Han-sik was taken into custody on Thursday morning, but has not yet been formally arrested, according to a senior prosecutor cited by The Guardian.
Investigators believe the ferry was overloaded with cargo, which could have contributed to its capsizing.
It sank last month with the loss of more than 300 lives.
"I apologise to the victims and the families," Kim told media after his detention.
