The 171-gt Vacance was carrying 104 passengers and five crew when it grounded in the morning, the Coast Guard said.
Television pictures showed its bow partially submerged.
The rescue operation was completed in 20 minutes.
The cause of the accident was not known.
The grounding came as South Korea is still struggling to deal with the aftermath of April’s Sewol ferry disaster that left more than 300 people dead or missing.
