Strong winds were blamed for fanning the blaze into existence, the Ansa news agency said.
It started on deck four of the super-heated 26,900-gt ro-pax (built 2009) on Wednesday evening. It later spread to deck three.
Salvage crews fear the original fire is still burning deep in the Visemar-operated ship.
They have been unable to remove the 1,200 tons of fuel still on board.
