The blaze broke out on the 2,900-dwt Retaj (built 1978) on Wednesday morning, destroying its cargo of hay.
Firefighters could not contain the flames, despite the presence of four tugs.
Explosions were heard from the vessel, according to local reports.
All 23 people on board were reported to be safe.
The ship is operated by Retaj Maritime of the Marshall Islands.
