The incident involving the 4,500-dwt Sea Falcon (built 2013) and the Forties Echo took place east of Aberdeen on Monday morning.
Aberdeen Coastguard said: “The Sea Falcon was alongside offloading supplies and for whatever reason it collided with it.
“They took 15 people off as a precaution because they had a helicopter in the area at 8.30am on Monday. As far as we are aware they are still down-manned.”
