The growth of the shipping industry in the Philippines is being hampered by over regulation and a lack of incentives for domestic operators an influential government think tank has concluded.
The Congressional Planning and Budget Office (CPBO) says the domestic shipping industry has been hampered by high shipping rates, poor passenger services, a poor safety record and insufficient cargo handling facilities.
