A Romanian general cargoship has been barred from Paris MoU ports for three months.

The 7,800-dwt Papa Joy (built 1982) was detained on 30 November in Varna, Bulgaria.

This was the third detention for the Bright Marine Shipping ship in the Paris MoU region within the last 36 months.

Its flag state endorsement certificate from Togo was missing and it had a faulty voyage data recorder, among 12 deficiencies.

Togo is on the Paris MoU black list, denoting a very high risk of safety issues.

Bulgaria carried out another inspection on 2 December and released the vessel.

Paris MoU secretary general Richard Schiferli told TradeWinds that after three months the company may apply for a re-inspection to lift the ban.
