The Novosti-Kazakhstan agency cited Askar Mamin, head of Kazakh Railways, as saying the operation would be formed before the end of the year.

But he did not elaborate on how it would establish its fleet. Ministers have previously said they would buy dry cargoships.

The country’s tanker owner Kazmortransflot currently operates 16 vessels.

This includes nine smaller products carriers and two aframaxes, plus tugs.
