According to a translated copy of a disclosure filed with the Korea Exchange the deal follows a tender backed by GS Donghae Electric Power.  

Under the terms of the contract KLC will transport up to 1.068 million tonnes of thermal coal on behalf of the South Korean utility per annum for ten years.
