Russia's Admiralty Shipyard has been rapped by antitrust officials after a steel tender proved hard to find online due to a letter swap.

The federal antimonopoly service (FAS) said the St Petersburg yard violated regulations last month in a deal worth about $30,000.

In the tender for 4.3 tons of metal, some Cyrillic (Russian) characters in the online notice were replaced with Latin (western) letters, making it difficult for a potential contractor to find it online.

“The Latin letter ‘c’ was used in the Russian word 'stal' [steel], which complicates the keyword search for a potential contract,” FAS said.

In addition, the announcement was published less than 10 days before the deadline for bids, while notification of the tender, the relevant documentation and a draft contract were not published at all, the service said.

The FAS has ordered the shipyard to conduct a new bidding process.
