It said Fondo H Estonia has taken a 13.04% stake from International Baltic Investments, which had its holding halved.
The slice was worth EUR 13.93m ($19.34m) at the current price of EUR 0.52m per share.
The owner is controlled by trading giant Vitol through terminals company Ventspils Nafta.
