The state-owned shipping company said turnover was down 1% year-on-year to VND 9.77 trillion ($465m).
Marine transportation produced a cargo volume rise of 1%, however, to 13.5m tonnes.
Its ports handled 33.6m tonnes, up 4%.
The state-run Dau Tu newspaper said the owner is likely to log a loss of VND 1 trillion this year.
The company expects revenue to reach VND 22 trillion.
