London-based Moore Stephens found that levels of confidence within the sector have fallen during the three months to November to their lowest level since 2012, reaching 5.7 on a one to 10 scale.
The survey revealed that owners and charterers are worried about the upcoming new regulations, especially those relating to ballast water treatment and the low sulphur emissions.
Even though the survey was completed before the announcement of the OW Bunker bankruptcy, Moore Stephens says there is increasing concern over high fuel costs.
