It wants to boost domestic vessels by more than 400% from 10.31m tonnes to 43m tonnes within five years.
The figure came in a written reply by shipping minister Pon Radhakrishnan to a question in parliament.
"The Maritime Agenda 2010-2020 has set an ambitious target of achieving 43m gross owned and controlled tonnage under Indian flag by the year 2020 so as to increase India's share in total freight," he said.
