The IMO has failed to reach the threshold required to ratify the Ballast Water Management Convention (BWMC).
Although 47 countries have now agreed to implement the new rules, comfortably ahead of the 30 required, their combined fleet runs to 34.35% of global tonnage, just short of the 35% requirement.
