In a filing to the US Department of Energy the investment bank proposes to build the compression and container loading facility near Freeport.

It will have capacity to ship 60bn cubic feet a year of CNG to countries that have free-trade agreements (FTAs) with the US.

Morgan Stanley plans to employ containers to ship the CNG via the Port of Freeport.
