Luxembourg and Dublin are emerging as the favourite domiciles for British-run protection- and-indemnity (P&I) clubs that need to provide cover for continental fleets when the UK leaves the European Union (EU).

But other potential locations are also bidding to become P&I ­centres, with Cyprus sending a team to visit clubs’ UK offices soon and a number of European capitals and financial centres pursuing any ­opportunities that arrive.
