A significant change to the way war-risks insurance is organised is under consideration by the protection-and-indemnity (P&I) clubs.

The 13 clubs that collaborate in the International Group are looking at providing ground-up war-liability cover rather than just the excess protection offered currently.

Traditionally, war-risks cover has spanned hull and P&I risks, and is written in the Lloyd’s of London market and by some insurance companies.
