The US government has withdrawn a proposal that would have made it harder for international-flag offshore construction vessels to operate in US waters protected by the Jones Act cabotage law.
Customs and Border Protection had been proposing to sweep aside ruling that had classified key items carried by offshore vessels as "equipment" rather than "merchandise". Deeming them as merchandise would reserve the work to Jones Act-qualified vessels, which are US-built and owned by Americans.
