The Shipping Federation of Canada has criticised the way pilotage is organised in the St Lawrence Seaway and the Great Lakes.

The group, representing foreign-flag companies operating in the country, claims the Pilotage Act may have safeguarded navigation in Canadian waters but fails to control costs, provide users with the required level of service or counteract the impact of pilotage being a monopoly.
