A new study for the International Transport Forum (ITF) has concluded that cabotage exemptions are needed for mega-containerships to lower rates in Indonesia.
The report is part of a programme by the OECD think-tank looking at the impact of ULCs.
It found that restrictive cabotage laws are "most likely" constraining the attractiveness of Jakarta and other Indonesian ports for global shipping companies.
