The IRNA news agency said the incentive will be given to the first three foreign owners to return to the country following the easing of western sanctions this month.
The exemption will only cover calls from South-east Asia or Europe to Shahid Rajaee Port (SRP), however.
SRP accounted for 87% of total shipments during the first nine months of the current Iranian year.
