The US watchdog cleared the Maersk, MSC and CMA CGM alliance because its market share was 23% in transpacific and transatlantic trades.
But China found the network would control up to 47% of trade from Asia to Europe.
Doyle said FMC had no jurisdiction in Asia and added: "Based on all available information, the ministry of commerce of the People’s Republic of China held fast to a 30% market share threshold for controlling a trade route."
