Russian minister for economic development Alexey Ulyukayev told the Russkaya Gazeta that the two sides had discussed how to boost cargo transit.
"Azerbaijan, Kazakhstan and Turkmenistan have long been operating ferry lines, so, a ferry line between Azerbaijan and Russian Federation will reduce cargo transportation costs greatly," he added.
The countries may also build logistics centres.
