The service from Anzali would boost mutual ties, according to the Trend news agency.
Reza Masrour, head of the Anzali Trade-Industrial Free Zone (ATIFZ), told reporters he wanted Azerbaijani investors to put money into the zone, saying Iran offered tax breaks for businessmen.
He also said there are no tax and duties for raw materials and machinery imported for production.
Iran exported 258,000 tons of goods worth $142m from ATIFZ in the year ending March, 2013.
