The government is to start direct negotiations with shipowners after declaring the only offer, from Vainamere Liinid, non-compliant, the Leta news agency reported.
The deadline for bids ended last week. The state wants four ships to run from the mainland to Hiiumaa and Saaremaa islands
The ministry of economy said: "The bidder did not meet the qualification conditions. Accordingly, the ministry will start direct negotiations with potential service providers."
