Labour ministry cabinet secretary Kazungu Kambi said the ministry will work with other departments to come up with a policy paper that will give guidelines on employment of Kenyan seafarers, the Star daily reported.
He added: "I want to state categorically that we are going to cancel permits for companies that do not employ our citizens."
Kambi was responding to remarks by transport principal secretary Nduva Muli, who asked the Labour ministry to resolve unemployment among crews.
