A total of 85 workers – 77 from the Philippines and eight from South America – were found working without a permit on the 5,400-berth Oasis of the Seas (built 2009).

The fine for such cases is usually EUR 12,000 ($15,300) per person which means that Royal Caribbean could be asked to pay a little more than EUR 1m.

It is still unclear if Royal Caribbean will decide to appeal against the Dutch authorities’ allegations but a law exemption for crew members aboard sea going vessels could see the company walking away without a fine.
