The Federal Maritime Commission (FMC) voted 3 to 2 to ask for more information on the plans, first announced in 2012.
The Transpacific Stabilisation Agreement (TSA) wants to include the Westbound Transpacific Stabilisation Agreement (WTSA) permanently after a trial period ends.
FMC’s 45-day review will restart when TSA carriers respond to its questions.
TSA wants to cut costs by reducing the numbers of meetings, support staff and compliance requirements.
