Last month the terminal operator saw container volumes decline by nearly one-fifth year-on-year.

“Lingering congestion at West Coast seaports drove down container cargo by 18.8% in January compared to the same month last year,” it said.

Overall, 429,490-teu moved through the port, with imports down 23.5% to 213,667-teu and exports down 19.6% to 98,462-teu.

Last year, against which 2015 is being compared, was the third-busiest year in the port’s history with a total of 6.82m-teu.

“The
