The route will link Pattaya to Cha-am in Phetchaburi to boost tourism.
The idea is that by cutting overland travel time by half, the service will entice tourists with limited time to visit both resorts.
Meanwhile, tourism and sports minister Kobkarn Wattanavrangkul has proposed the introduction of a new international cruise route with port calls at Phuket, Singapore, Cambodia and Vietnam.
He said many visitors to Thailand arrive on cruiseships but limited capacity and facilities at ports means potential is untapped.
