The lawsuit was filed in the US federal court in the island’s capital of San Juan.
The dispute follows efforts by Crowley, a diversified shipowner based in Jacksonville, to pick up market share left behind when US containership owner Horizon Lines exited the protected cabotage trade.
Crowley announced in January that it would add barge capacity, including a flat-deck barge, on its routes serving Puerto Rico from Jacksonville and New Jersey.
