Two of the New York tanker owner’s affiliates have asked a judge to block arrests of the 319,000-dwt Overseas Mulan (built 2002) and to prevent double liability as Singapore physical supplier Chemoil, OW’s major lender ING Bank and the US subsidiaries of OW all claim to be owed for the same bunker bill.
