The $15m ship will carry 50 cars and 150 passengers.
It is intended to connect Denman and Hornby islands to Vancouver Island.
Delivery should take place in the summer of 2015, BC said.
A cable ship will cut fuel expenses by about $2m per year, using winches and water currents.
The 1.9km crossing will be the longest such service in the world.
