The yard said the C-130s are 31.5 metres inlength, with a bollard pull of 50 tons.
TNG has been contracted to complete four ofthem, and will cut steel plates for the other three.
Delivery is set for June 2015.
Veracruz-based TNG is owned by Hong Kongconglomerate Hutchison Whampoa.
