The labour union at the world’s biggest shipbuilder said management had refused its demands during collective bargaining negotiations.
The Korea Times said workers will vote on a walk-out between 23 and 26 September.
A series of 38 separate meetings since May has failed to resolve differences.
Two more sets of talks are scheduled before the vote, however.
Any strike would be likely to take place in October.
