The Dutch companies are working for Italian energy company Eni to develop the facility near Kuryk on the Caspian Sea.
The yard will provide shipbuilding, repair and maintenance to support the country’s growing oil and gas exploration and production activities, they said.
KazMunayGas is also involved in the project.
The plan to build offshore vessels was first mooted in the summer.
The first phase will see newbuildings produced at a rate of 400 tonnes per month, with 70 ships repaired per year.
