It will spend INR 500m ($0.45m) on the plant by 2018.
"Gujarat has shipbuilding and breaking yards, but between that it misses the link of ship maintenance and repair," PMS chairman and managing director Nalin Pandey told reporters.
"The state has a 1,600km coastline with 48 ports, even though it lacks skilled labour in shiprepairing. To fill that gap, we are planning to develop a shipping hub in Gujarat to provide repairing and maintenance facilities."
