TradeWinds' sister newspaper Dagens Naeringsliv reported that Norwegian shipyards have received new orders valued at NOK 1.8bn ($222.63m) so far in 2015.
But deliveries totalled between NOK 4bn and NOK 5bn, cutting the backlog quickly.
According to Kjersti Kleven, chair of the Federation of Norwegian Industries, shipbuilders will have a tough year.
But the aim is to be competitive when fortunes improve.
She added there was no "quick fix" to the situation as oil prices will have to rise and costs fall in the offshore industry.
