The Rybinsk shipyard said the Project 19910 ship has been designed by DB Vympel of Niznhy Novgorod.
The 1,200-gt vessel will be 56 metres long and will be able to travel for 25 days at sea.
Delivery is set for 2019 after keel-laying in August.
Vympel is already building two large survey ships for the ministry, PortNews reported.
