Libya's National Oil Corporation (NOC) is planning to chemically "mark" its oil to combat theft.
Chairman Mustafa Sanalla said efforts are being made to prevent the "significant economic and societal damage wreaked by endemic fuel smuggling."
He said organised fuel theft costs the economy more than $750m per year.
A number of tankers have been intercepted by Libyan forces on suspicion of trying to export oil illegally.
