Iran believes US attempts to turn off its crude exports are doomed to fail.
The country's OPEC governor Hossein Kazempour Ardebili told Reuters that a "supply shortage" showed that the US government would not meet its zero-exports aim.
"There is no spare capacity anywhere," he added.
US sanctions against Iran enter into force on 4 November. It also wants other producers to make up the shortfall.
