RS Platou says the trigger point appears to be delays in the Bosporus, which have aided the Mediterranean and Black Sea and diverted ballasters from West Africa.

“Big picture is that the fleet is trying to move increasing volume of crude against a backdrop of virtually no fleet growth and as such has very little margin of error,” it said in a report.
