The 51,000-dwt Tandara Spirit (built 2008) is anchored in Melbourne's Port Phillip Bay, where 18 seafarers have staged a sit-in protest for 15 days.
The ship is to be redelivered in Singapore after charterer Viva Energy, which owns the Geelong refinery, said it no longer had a need for the vessel, which carried fuel to Adelaide.
The crew say the decision threatens national fuel security.
