The Sinotrans & CSC company will become the state producer’s shipping partner for the project, the Embin news agency said.
CNOOC started the construction of the plant in 2012 with an investment of CNY 10.2bn ($1.63bn).
It will produce feedstock oil for petrochemicals, LPG and fuel oil, as well as lubricants, and is expected to start operation in the second half of 2015.
