Insurers are warning that improved guidelines and security measures are still not preventing the problem of stowaways on merchant ships.

An assessment provided by the International Group of protection-and-indemnity (P&I) clubs (IG) suggests that stowaway incidents have fallen only marginally, while the cost to the industry is increasing.

According to the IG, between February 2011 and February 2012, there were 774 incidents involving 1,640 stowaways.
