Alfonso Castillero is content to stick to slow but steady tonnage growth at the world’s largest ship registry.
As the government’s director-general for merchant marine, he has led the flag since 2008, a time that has seen him guide Panama from the Paris Memorandum of Understanding’s black list to the grey list and finally to white.
Castillero says every register has to rethink its own growth path.
