A recent report by the Panama Maritime Law Association (Apademar) says the maritime register should be made independent from political winds by creating a government-owned corporation similar to Tocumen SA, which runs Panama City’s international airport.

“I think it’s necessary,” agreed Alfonso Castillero, who runs the Panamanian shipping flag as the government’s director-general for merchant marine.
